In the image above, we see a woman holding a piece of paper and saying "If we don't fill out our census form, we'll and frustrate the government and risk losing a congressman..." The male is sitting on a chair reading the newspaper and responds "So it's a win-win..." The cartoonists is trying to say that it is important to respond to the census, however, most Americans find it pointless. He sarcastically says that by not responding, we would reap greater benefits, such as losing a congressman. While the census may seem pointless and time consuming, it aids the government and numerous organizations in countless ways and is a very important tool that is used to maintain balance. The census is conducted once every ten years. With this information, the government decides how the federal budget is divided among the states, counties, cities, and so on. This affects us because if our area had an increase in population, but people don't return their filled out census, we won't be able to get necessary benefits from the government, like construction of new hospitals or more roads. Business organizations, on the other hand, use the census to target the right market for their product or service.
