In this political cartoon, we see a hand in the foreground, presumably Obama's. There are water drops dripping off of the hand. In the background, there is a sink and a bottle of soap. There is text with an arrow pointing at Obama's open palm, reading: "Obama's Hand Note Reminder to Keep His Campaign Promises". This is a reference to the recent Sarah Palin incident, where she was caught reading notes off of her hand, written in pen ink. The now clean hand (presumably had notes on it before washing occurred) is referring to the fact that Obama hasn't met the promises he had made during his political campaign for president, as though he has forgotten about them.
Although Obama had made many promises during his campaign for president, he has yet to honor those promises, and probably will not do so for a long time. One promise he has yet to fulfill was fixing the failed North American Free Trade Agreement. Obama "vowed to unilaterally renegotiate NAFTA". He continually reiterated during the Ohio primary as well, but failed to mention what was once a focal point of his campaign during the State of the Union address. Other promises that remain unfulfilled include the "sunlight before signing" promise, which states that any "non-emergency" bill would not be signed without first being scrutinized by the American public, and the end of warrant-less wire taps on domestic communications. Obama has made many promises, but has yet to meet them, and probably won't for some time.
