In this political cartoon, we see a donkey and an elephant fighting, symbols of the Democratic and Republican parties, respectively. Their eyes are locked with each others and they look very angry with the other. Stars surround the two to further imply that the donkey (i.e., the Democrats) is loosing to the elephant (i.e., the Republicans). The cartoonist is conveying the message that the Republicans have recently had a major win against the Democrats in Congress. However, at the same time, the donkey does not appear to be backing down, and will not go down without a fight. This conveys that, although facing serious opposition, the Democrats will fight against the Republicans. Using imagery, the cartoonist shows in this cartoon that the Democrats will display bravery and integrity, although facing superior opposition from the Republicans. The Democrats have lost many races for governors of states, such as Deeds, and Senate seats, such a Coakley, and many are certain to follow; Republican Mark Kirk is expected to run unopposed and win the Illinois Senate seat. This tips the balance of power away from Obama and towards the Republicans, which will make it very difficult for the Democrats to get their bills passed.

Interpretation: 4 A bit of a misread, here. The cartoonist is stating that the "state of the union" is one of disarray, argument, and - as a result - lack of action.
