In the cartoon, you see a moving truck with the words 'Obama Promises Delivery Guaranteed'. One of the tires, however, are flat and the driver looks sad. This cartoon shows that Obama has failed as of now to deliver the promises that he has made to the American people during his campaign.

To show the illustrators humorous opinion he uses sarcasm and references to politics including Obama's unkept promises. Before Obama was elected into office he made several promises to the American people that he has not yet delivered such as bringing the troops home in Iraq, the closing of Guantanamo Bay detention camp, fixing our nation's economy, etc. If he does not deliver these promises soon people may try to impeach him.
